does apologizing letter has to be formal? please explain ( in english)

Apologizing letter can be written in formal format and the unformal format.
the formal format ussually used by a company who write an apology letter for their client and the unformal ones ussually used when someone write an apology letter for their closest ones (like friends,parents,etc)
